Outcome mapping is a methodology for planning, monitoring, and evaluating a project that aims to bring about behavioural change. As its name suggests, it focuses on outcomes. This type of evaluation centers people by looking at changes in relationships, actions, and activities of people, groups, and organizations, rather than at more systematic changes or long-term impact. The evaluation focuses on those people, groups, or organizations within the project’s sphere of influence or those who are directly connected to the project; they are called "boundary partners."

Outcome mapping is best used at the project or program level. It can be used to articulate program logic and develop an evaluation framework. In "Outcome Mapping: Building Learning and Reflection Into Development Programs," authors Earl et. al. provide a clear 3-stage process for employing outcome mapping.
