Horizontal evaluation is a research approach that combines self-assessment with external peer reviews and local participants to create a balanced assessment process that promotes learning and enhancement. At its core, this method involves a structured workshop that assembles "local participants" responsible for implementing an intervention and an equivalent-sized group of "visitors" or "peers" with an interest in the intervention. Horizontal evaluation collects input from both groups to identify the intervention's strengths and weaknesses, facilitating social learning and offering actionable recommendations for improvement. The primary data collection tool used in this process is an evaluation matrix.
